Barrier Management

Auditing barrier management on mobile offshore units (MOUs) is essential to ensure the integrity, safety, and compliance of critical safety barriers as outlined in the PSA (Petroleum Safety Authority Norway) Barrier Memorandum. The audit process for barrier management should be conducted by experienced professionals who have a thorough understanding of barrier concepts, the PSA Barrier Memorandum, and offshore drilling operations. The goal of the audit is to ensure that safety barriers are effectively managed, verified, and maintained to prevent and mitigate major accidents.

Key elements in our barrier management audits are:

Barrier Strategy and Framework: Review the MODU's barrier strategy, including the establishment, maintenance, and verification of safety barriers. Assess the alignment of the barrier strategy with the principles outlined in the PSA Barrier Memorandum.

Barrier Documentation: Evaluate the documentation of safety barriers, including Barrier Element Management Plans (BEMP), performance standards, and risk assessments.

Barrier Element Identification: Audit the identification of barrier elements that are critical for the prevention, control, and mitigation of major accidents.

Performance Standards and Maintenance: Verify that performance standards for each barrier element are defined and maintained.

Assess the adequacy and effectiveness of maintenance procedures for barrier elements.

Barriers Verification and Testing: Review the processes for verifying the performance and functionality of barrier elements through testing, inspection, and audits.

Barrier Element Management Plans (BEMP): Assess the development and implementation of BEMP, including roles and responsibilities, performance criteria, and verification methods.

Emergency Preparedness and Barriers: Examine how emergency preparedness and response plans are integrated with safety barriers to ensure effective incident management.

Competence and Training: Review the competence and training of personnel responsible for barrier management and verification activities.

Barrier Performance Reporting: Evaluate the reporting mechanisms for barrier performance, including incident reporting, barrier degradation, and improvement initiatives.

Barrier Review and Improvement: Assess how barrier performance data is used to identify areas for improvement and to enhance the overall barrier management system.

Risk Assessments and Barrier Criticality: Review risk assessments to ensure that barrier criticality is appropriately determined and that risk reduction measures are in place.

Communication and Documentation: Examine the communication of barrier-related information and documentation to relevant personnel, contractors, and stakeholders.

Management Focus and Involvement: Evaluate the management's focus and involvement in barrier management, including commitment to continuous improvement and safety culture.

Integration with Other Management Systems: Audit how barrier management is integrated with other management systems, such as safety management systems and asset integrity management.
